The traditional university transcript is a trust exercise built on an outdated premise. A student presents an employer with a document listing course titles and letter grades. The transcript is illegible because it compresses hundreds of hours of work into broad, unverified summaries. Indian higher education has relied on this ambiguity for decades. It worked when a degree was a scarce sorting mechanism. It fails completely when millions of graduates enter the labor market each year with identical diplomas and unverified skills.
Two structural changes make a far better model possible today. The first is assessment. Competency-based education requires continuous, cheap, and rigorous testing on demand. A traditional system built around end-of-semester written exams cannot supply this. An AI-assessed system, audited by human faculty, can. Pedagogically engineered AI tutors have already demonstrated learning gains roughly double those of active classroom instruction in structured subjects. When deployed at scale, AI-driven assessment evaluates step-by-step problem solving, diagnoses errors instantly, and tests mastery without incremental cost. The second change is digital infrastructure. India’s Academic Bank of Credits and the APAAR system give every student a single digital ledger. The National Credit Framework links academic study, online platforms, and vocational skilling under one unit of account. Over three crore skill records are already registered on this system. The skilling side of the economy is adopting this plumbing faster than traditional colleges.
This technical infrastructure enables the verified skill graph. Instead of a static list of course names, the transcript becomes a dynamic, machine-readable graph of proven capabilities. Every node on the graph links directly to verified evidence. When a student claims proficiency in supply chain analytics, an employer does not need to guess what a B grade meant. The employer queries the graph and inspects the underlying proof: code repositories, raw data analyses, employer-backed certifications, and proctored assessments. I do not believe the degree is dying. The degree remains necessary as an initial filter for employers and a social milestone for families. But its rank changes. The degree becomes the container and the narrative. The verified skill graph becomes the actual content.
This shift transforms how we structure higher education. Historically, self-designed degrees failed because employers found custom course combinations unreadable. A verified skill graph solves the legibility problem. When the transcript itself explains the student's competence through evidence, custom combinations no longer need a standardized menu to be trusted. A university can offer a flexible model built entirely on existing Indian regulations. Half the credits form an institutional core spine, providing foundational math, communication, and breadth. Thirty percent of credits are imported from outside sources like SWAYAM or corporate academies via the credit bank. The remaining twenty percent is a custom concentration designed by the student and defended before a faculty-mentor committee.
Consider how this works for a student in a tier-three district in Uttar Pradesh. She qualifies through open online foundation courses taken on her phone in Hindi. Her institutional spine gives her quantitative rigor. Her imported credits carry a statistics course from an IIT and retail sector certifications. Her custom concentration focuses on agricultural supply chain analytics, matching the actual logistics industry operating in her district. If she exits after two years, her exit is not a failure or a dropout. It is a recognized diploma mapped directly to a named job grade at a regional firm. If she returns three years later to finish her degree, her return is a right, not a readmission struggle. Her enrolment is a twenty-year relationship with the university, not a rigid three-year slice.
Nothing in this architecture requires passing new legislation. The regulatory plumbing exists right now. The true barrier is institutional posture. Most colleges operate as vendors selling a single, fixed product. They treat early exits as losses and outside credits as threats to revenue. The winning institutions will act as long-term counterparties to a student’s life. They will help students manufacture verifiable evidence—audited projects, industry certifications, and practical work—and expose that evidence directly to employers. The degree will remain a frame on the family wall. The verified skill graph will sit beneath it, doing the real work in the labor market. Colleges selling empty containers are holding a deflating trade. Those building the evidence layer will define the future of Indian education.
