Competency Progression and the New Indian University
Higher education has a simple, fundamental error at its core: it measures time sitting in a chair instead of material mastered. We group eighteen-year-olds into arbitrary age cohorts, subject them to four years of identical lecture schedules, and give them written tests twice a year on fixed calendar dates. We pretend that every single student absorbs calculus, financial accounting, or computer architecture at the exact same speed. They do not. A bright student gets bored and slows down. A struggling student falls behind and stays lost forever.
We need to replace seat time with competency-based progression. You should advance the moment you demonstrate mastery of a skill, not when a calendar semester ends. Semesters exist for administrative convenience, not learning. If you master linear algebra in three weeks, you should move on immediately. If you need twelve weeks, you take twelve weeks. The credential must reflect what you actually know, not how many hours you spent sitting in a lecture hall.
The primary reason traditional universities never built this was logistical. Mastery-on-demand requires continuous, rigorous, and cheap assessment. Old-fashioned universities cannot run proctored terminal exams every Tuesday afternoon for individual students; the administrative drag would break them. Technology changes this equation entirely. An AI-assessed, human-audited system can evaluate routine code, mathematical proofs, and analytical writing instantly on demand. Human faculty then step in to audit the machine’s marks and evaluate deep synthesis, oral defense, and complex project work. The cost of continuous testing drops toward zero.
This shift fundamentally changes how we admit students. High-stakes entrance exams are a broken filter. They measure family test-preparation budgets and sheer luck on a single Sunday morning. Instead, universities should adopt open qualifier courses. Anyone who wants to study registers for online foundational modules. The student's actual performance in those open modules becomes her application. If she earns the required marks, she gets admitted. You replace test-taking luck with demonstrated academic performance.
The standard degree architecture must adapt to this flexible pacing. Half of all degree credits should form a tightly designed core, built by faculty to guarantee foundational breadth, clear writing, and technology fluency. Thirty percent can be imported from accredited online repositories or industry bodies using national credit bank rules. The final twenty percent should be a custom concentration designed by the student herself and approved by a faculty mentor committee.
Historically, self-designed or non-traditional degrees failed because employers found their transcripts illegible. A hiring manager looks at an unusual combination of course titles on a paper resume and sees risk. That constraint is vanishing. India has assigned over twenty-six crore lifelong identity numbers to students, linking them directly to digital credit repositories. The transcript is no longer a list of vague course names. It is becoming a granular, machine-readable skill graph backed by verified evidence. When the transcript itself explains what a candidate can actually build or analyze, the need for a rigid, standardized menu disappears.
For this entire system to work, every exit point must be priced in the labor market before a student pays her first rupee. Leaving a four-year degree after one year with a certificate, or after two years with a diploma, is usually treated as a shameful dropout. That is a massive operational failure. The university must assemble a consortium of private employers who map every intermediate exit credential to a specific, named job grade or apprenticeship slot. A student should know the precise market value and job description of a one-year certificate before she takes her first class.
Imagine building a modern university on this infrastructure from scratch today. You do not need expensive physical real estate or rigid four-year residential lock-ins. Instead, you need local learning centers in small towns—part co-working space, part proctoring lab, part mentor office. A student sits in a powered space on Tuesday to run through course material, takes a proctored biometric exam on Thursday, and has her industry apprenticeship hours converted directly into university credit on Friday.

The Academic Bank of Credits, online credit allowances, and skill-credit bridges are fully legal, yet almost completely unexploited by traditional colleges. Most institutions treat these regulations as a compliance headache to ignore. In reality, they represent a massive arbitrage opportunity. The biggest open space in Indian higher education is building exit credentials that the private market genuinely values. Whoever creates a fast, competency-driven one-year certificate that leads directly into a well-paying job will dominate the next era of learning.
